Andy Haines is the Vice President of Affordable Development at Tareen Development Partners (TDP), where he leads the identification, structuring, and execution of affordable housing projects. Andy oversees projects across all phases, from land acquisition, entitlements, design coordination, construction management, to lease-up and stabilization, ensuring each development is delivered on time, on budget, and aligned with community needs.

With over 30 years of experience in affordable and mixed-income housing, Andy has played a key role in delivering more than 1,200 residential units and has managed over $500 million in development activity. His portfolio includes a variety of multifamily products: affordable, mixed-income, and workforce housing. Andy excels at navigating complex site conditions and regulatory environments, translating development vision into high-quality, sustainable communities.

Before joining TDP, Andy held senior roles with regional and national development firms, where he led acquisitions, secured entitlements, and managed capital financing for numerous projects. His strength lies in bringing human-scale residential developments balancing design excellence, fiscal discipline, and social impact. Andy brings deep experience working with municipalities, neighborhood groups, and public agencies to ensure each project complements local character and needs.
